Estonia achieves 100% digital government services
Milestone sets benchmark for nations pursuing tech-driven innovation

Estonia says it has achieved 100% digitalization of its government services, including the complex and sensitive process of filing for divorce.

This milestone, it says, solidifies Estonia’s position as a global leader in digital governance and offers a compelling blueprint for nations that continue to push the boundaries of technological innovation.

In a press release, the Embassy of Estonia in Singapore says both Estonia and Singapore, though small, are dynamic and open nations with digital ecosystems that encourage the exchange of new technologies, ideas, and collaborations.

Singapore has made great strides in digitizing its services. Beyond passport-free travel through facial recognition at Changi Airport, the nation has integrated digital IDs through the SingPass application, allowing citizens to access over 2,700 government services securely and conveniently, the embassy says.

Commenting on his nation’s achievement, Estonia’s former President Kersti Kaljulaid says: “Estonia is with me, everywhere. Whether signing state documents from Antarctica or voting on a bus in Luxembourg, I’ve never felt cut off as a citizen, no matter where I’ve been. Estonia has proven that the red tape so many accept as inevitable is not necessary – we’ve fixed it. We remain committed to leading the way in building an even more seamless digital future.”

Estonia’s decision to digitalize divorce services exemplifies its ability to innovate even in areas requiring sensitivity and care. Couples can now initiate the divorce process online, with pre-filled forms, digital applications, and minimal stress. Since its launch, 53% of divorce applications have been initiated digitally, highlighting the convenience and accessibility of the system.

"Digitalizing divorce is a reflection of Estonia’s commitment to making even the most complex life events simpler and more accessible. It’s not just about technology; it’s about creating services that meet people’s needs during challenging times," says Enel Pungas, head of the Population Facts Department at the Estonian Ministry of Interior.

The service also includes features such as a 30-day reflection period, tools for property division, and guidance for custody agreements.

To celebrate this achievement, Estonia is launching the campaign “100% Digital & 0% Bureaucrazy”, which runs from January 27 to March 27. The campaign invites global audiences to explore Estonia’s digital achievements through the e-Estonia Briefing Centre in Tallinn, which promotes Estonia’s innovations and fosters international business connections for local ICT companies.
